Summary

resolution 1308 (2000) highlighted the risk of peacekeepers either contracting or spreading HIV while deployed in missions and requested DPKO to provide comprehensive awareness programmes for personnel. In January 2001, UNAIDS and DPKO signed a cooperation framework and UNAIDS is currently funding the post of an HIV/AIDS policy adviser in PBPS to develop policy and guidance and coordinate DPKO’s response in the field.. All missions have either an HIV/AIDS policy adviser, supported by UN Volunteers, or, in smaller missions, an HIV/AIDS focal point. DPKO has also been working closely with UNFPA, UNICEF, UNIFEM and local NGOs in host countries.

HIV/AIDS is included in pre-deployment training and policy advisers/focal points provide ongoing sensitisation and awareness programmes in the mission areas. In March 2004, DPKO held a training workshop, including representation from 13 peacekeeping operations to facilitate discussions on cross cutting issues and mission specific challenges. In June 2004, a joint UNAIDS—DPKO mission to Haiti set up MINUSTAH’s HIV/AIDS programme in advance of the arrival of UN troops. The upsurge in peacekeeping operations has necessitated a focus on technical and operational support. However, DPKO’s key strategic priorities for 2004—2005 include: developing guidelines for the provision of voluntary confidential counselling and testing facilities and for setting up mission programmes; developing systems to collect baseline data, in collaboration with the Centres for Disease Control; and a review of DPKO’s HIV testing policy. DPKO has an HIV/AIDS Trust Fund to support its programmes.
