Summary
This discussion paper reviews the international community's involvement in Haiti and identifies some lessons to be learned from United Nations engagement between 1994 and 2001. It is a discussion paper, and though does not represent the views of the Department of Peacekeeping Operations or carry directive weight, provides recommendations for planners. The paper finds that previous engagement failed to establish a stable polity and provides lessons that can be learned from weaknesses in international engagement that occurred in Haiti. Key weaknesses focused upon are the short mandate duration, the lack of cooperation from Haitian leadership, the lack of assumption of local ownership or self-reliance, ill-timed financial aid, pressure from member states, and a lack of coordination. The paper concludes that Haiti needs support in stability and security, institution building, DDRR, and socio-economic development, and provides recommendations for these areas.
