This report documents the findings of the United Nations Executive Committee on Humanitarian Affairs (ECHA) Task Force on disarmament, demobilization, and reintegration (DDR), which was established in September 1999 and formally submitted its findings in July 2000. The Task Force determined that there are five major dimensions to DDR, namely political, military/technical, security, humanitarian, and socio-economic, and that DDR activities should focus on a rights-based approach. They also noted the broad range of actors and aspects of the situation that can have a significant effect on DDR efforts, and made a number of recommendations for the future coordination of DDR projects and to strengthen the UN’s ability to assist in the development of said projects. These recommendations included important considerations during the staff selection process, possible sources of financial support, areas in the coordination mechanism that must be strengthened, the development of contacts with external partners, and the conducting of lessons learned exercises. |
